Public Housing
Public Housing is limited to low to moderate-income families and individuals. The goal of public housing is to provide safe and decent rental housing for eligible low-income families, the elderly, and persons with disabilities. Public Housing comes in all sizes and types, from scattered single family houses to high rise apartments for elderly families. There are approximately 1.2 million households living in public housing units, managed by about 3,300 Housing Authorities. HUD administers federal aid to local housing agencies that manage the housing for low-income residents at rents they can afford. HUD furnishes technical and professional assistance in planning, developing and managing these developments along with the Housing Authority.

Mid-East Regional Housing Authority operates its public housing communities throughout six counties (Beaufort, Bertie, Hyde, Martin, Tyrell, and Washington Counties). Mid-East Regional Housing Authority has nine (9) public housing communities located within the six counties. They include:

Housing Choice Voucher (Formerly Section 8)
The Housing Choice Voucher program is the Federal Government’s major program for assisting very low-income families, the elderly, the disabled, and the handicapped to afford decent, safe and sanitary housing in the private market. Through the HCV program, Participants are able to find their won housing, including single-family homes, townhouses, apartments, and mobile homes.
Under the HCV program, Participants are free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects/communities. To be eligible for the HCV program, the family must meet all of the eligibility requirements.
Eligibility Requirements

Applicant must qualify as a “family”
o
Applicant must be within the appropriate Income Limits
o
Applicant must furnish Social Security Numbers for all family members age 6 or older
o
Applicants must furnish declaration of Citizenship or Eligible Immigrant Status and Verification, where required.
The Washington Housing Authority is currently providing assistance to 370 families through the HCV program.
The Mid-East Regional Housing Authority is currently providing assistance to 536 families through the HCV program.
HCV Waiting List
The Washington Housing Authority’s waiting list is currently open and accepts applications on Tuesdays from 9:00 a.m. to 11:30 a.m. and from 1:00 p.m. to 4:00 p.m.
The Mid-East Regional Housing Authority’s waiting list is currently closed and is not accepting applications at this time.

WHA/MERHA HCV Homeownership Program
WHA/MERHA is offering this homeownership program to WHA’s /MERHA’s eligible participants who are interested in purchasing their own homes. This program is offered in the spirit of providing multiple choices, in a continuum of care, to the low-income people who are current participants in WHA’s/MERHA’s Housing Choice Voucher rental assistance program.
WHA’s/MERHA’s homeownership program is completely voluntary and provides participants freedom of choice. At no time will WHA/MERHA directly or indirectly reduce a voucher family’s opportunity to select among available units by limiting the use of homeownership vouchers to particular units, neighborhoods, developers or lenders.
Homeownership assistance offers a new special housing option for families that receive Housing Choice Voucher Program tenant-based assistance. WHA/MERHA has chosen to offer the Housing Choice Voucher Homeownership Program to its current participants who are interested in homeownership and meet the program requirements as specified in our Housing Choice Voucher Administrative Plan.
The goal of WHA’s/MERHA’s Homeownership Program is to provide families of low-income, disabled families and elderly families who are eligible for Housing Choice Voucher assistance the option of utilizing this assistance in purchasing a home.

Family Self-Sufficiency (FSS) Program
The Family Self-Sufficiency (FSS) program is a voluntary program available to residents of WHA/MERHA’s Public Housing and Section 8 Programs. The FSS program is designed to help indivicuals and families improve the quality of their lives. The program involves counseling and referral services which are provided on an individual basis in the following areas: education, job training, employment opportunities, child care, transportation, budgeting, credit, homeownership, career advancement and business ownership. An escrow account is established in each participant’s name which is accessible by the participant, when they complete the program or during the program to help them complete/achieve their goals.

Section 8 New Construction
The Section 8 Program was authorized by Congress in 1974 and developed by HUD to provide rental subsidies for eligible tenant families (including single persons) residing in newly constructed, rehabilitated and existing rental and cooperative apartment projects.
The rents of some of the residential units are subsidized by HUD under the Section 8 New Construction ("New Construction"), Substantial Rehabilitation ("Substantial Rehabilitation"), and/or Loan Management Set-Aside ("LMSA") programs. All such assistance is "project-based", i.e.; the subsidy is committed by HUD for the assisted units of a particular mortgaged property for a contractually determined period.
The New Construction and Substantial Rehabilitation programs provide rental assistance in connection with the development of newly constructed or substantially rehabilitated privately owned rental housing financed with any type of construction or permanent financing, including the applicable FHA Multifamily Mortgage Insurance programs. The maximum term of assistance provided by HUD under the New Construction and Substantial Rehabilitation programs for a project financed with the proceeds of a loan insured by FHA is 20 years. For any mortgaged property which received a notice of selection from HUD for New Construction or Substantial Rehabilitation assistance prior to November 15, 1970 or February 20, 1980, respectively, the subsidy is made available to the project owner in five-year increments, subject to renewal at the owner's option at the end of each five-year incremental term for a further five years or until the end of the maximum term of assistance; for projects which received a notice of selection for New Construction or Substantial Rehabilitation assistance from HUD on or after such dates (collectively, the "New Regulation Projects"), the subsidy is generally committed to the project for a single 20-year term without provision for owner cancellation of the assistance prior to expiration of the term. The Housing and Urban Rural Recovery Housing Act of 1983 repealed the statutory authority for the New Construction and Substantial Rehabilitation programs.
Mid-East Regional Housing Authority presently owns five Section 8 New Construction projects, Deerfield 1, Deerfield 2, Winterville Court, Windsor Oaks, and Quail Ridge, which consists of 155 units total. For questions please contact:
